The new limit applies to all e-bikes, e-scooters, and pedal-assist commercial bicycles operating in public spaces. Officials say the rule aims to improve consistency and predictability on shared roads where pedestrians and cyclists interact.

Enforcement Still Taking Shape

According to CBS News New York, enforcement will be led by the NYPD “as it does for vehicles.” The department has not yet specified the tools it will use to measure speed, or whether automated systems such as speed cameras will be adapted for e-bikes.

E-Bike Growth and Safety Trends

City data show that traffic fatalities have decreased even as e-bike use continues to rise. According to the NYC Department of Transportation’s Vision Zero Year-End Reports, total traffic deaths fell from 243 in 2020 to 210 in 2024.

Industry research from the Micromobility Industry Association estimates that e-bike use in New York has increased from about 65,000 in 2020 to more than 180,000 in 2025. Officials say the new speed limit is intended to preserve the city’s progress in reducing collisions by encouraging safer, more predictable movement in shared traffic areas.

Legal and Public Response

Public reaction has been mixed. Some residents and cycling advocates have welcomed the limit as a clear and simple safety standard. Others have questioned how evenly enforcement can be applied when most e-bikes lack built-in speedometers.

James Medows said his office expects a rise in traffic summonses related to e-bike use as enforcement begins.
